FHA Seeks Feedback on Proposed Changes to Single-Family Housing Minimum Property Requirements

The Federal Housing Administration requests feedback on proposed updates to its Minimum Property Requirements.

FHA posted proposed policy updates to its Minimum Property Requirements in its Single-Family Housing Policy Handbook 4000.1 on its Single-Family Drafting Table for review and feedback.

“These proposed updates take into consideration comments received on the Request for Information Regarding Single-Family Minimum Property Requirements (Docket No. FR-6609-N-01), dated May 29, 2026,” FHA said in a statement.

“FHA’s MPRs have long supported the safety and soundness of single-family homes FHA insures,” the statement continued. “However, these standards have not been updated in over two decades and no longer reflect current industry practices. The MPRs are dated, creating unnecessary burdens that increase housing costs, discourage industry participation, limit access to FHA insured financing — particularly for first-time and low- to moderate-income American homebuyers — and outweigh the benefits they provide.”

FHA said this proposal seeks to modernize and strengthen FHA’s MPRs by aligning with industry standards, “making it easier to do business with FHA, reorganizing MPR content and structure for ease of use, simplifying policy with more concise language, refining the scope of standards to reasonably necessary actions, and defining property eligibility and acceptability standards more clearly.”

“This initiative is part of a broad set of policy updates intended to advance the administration’s overall goals of reducing burdensome regulations, minimizing costs, and expanding access to FHA mortgage insurance programs while protecting the Mutual Mortgage Insurance Fund,” FHA said.

The FHA encourages stakeholders to thoroughly review the proposed policy updates and provide feedback through Nov. 6, 2026, using the feedback instructions posted on the Drafting Table. FHA will carefully consider all feedback received before publishing a final Handbook 4000.1 update.
