MBA Weighs in With House Financial Services Committee on Several Bills

The Mortgage Bankers Association sent a letter to House Financial Services Committee Chairman French Hill (R-Ark.) and Ranking Member Maxine Waters (D-Calif.) ahead of its markup of several bills pertinent to real estate finance.

MBA offered feedback on several bills being considered by the committee:

  • H.R. 10184 – Consumer Financial Protection Accountability and Reform Act (Barr): Moves CFPB funding into the congressional appropriations process and makes other accountability and transparency reforms. MBA supports greater congressional oversight, reduced regulatory volatility, and limits on “regulation by enforcement.” Vote Aye.
  • H.R. 1653 – Civil Investigative Demand (CID) Reform Act (Barr): Establishes procedural safeguards and greater specificity for CFPB investigative demands. MBA supports clearer, more predictable investigations while preserving CFPB enforcement authority. Vote Aye.
  • H.R. 7030 – Securing Facilities for Mental Health Services Act (Emmer/Torres): Allows inpatient psychiatric hospitals to access FHA Section 242 mortgage assistance. MBA supports removing this unnecessary restriction and expanding access to financing without changing the broader program. Vote Aye.
  • H.R. 10325 – Federal Home Loan Bank Affordable Housing Program: Increases Federal Home Loan Banks’ mandatory contributions to the Affordable Housing Program. MBA is directionally supportive but wants greater flexibility to account for each FHLB’s voluntary affordable housing programs. Table until consensus is reached.
