San Francisco is on pace to build an anemic 3,000 new housing units this year, and the lull in construction couldn’t come at a worse time. State law demands the city have a plan to build 82,000 new units over the next decade, and state officials led by Attorney General Rob Bonta are now investigating the city’s land-use practices and holding up the city as a poster child for housing dysfunction.
