GSEs Publish Updated Redesigned URLA, Supporting Documents

Fannie Mae and Freddie Mac yesterday published static components of their updated redesigned Uniform Residential Loan Application.

The changes to Fannie Mae Form 1003/Freddie Mac Form 65 reflect revisions previously announced in August (https://www.fanniemae.com/content/news/urla-announcement-august-2019.pdf).  

This static version of the URLA includes all changes to form appearance, allowing industry to scope additional work needed to implement the redesigned form. The GSEs will publish an interactive (fillable) PDF version of the redesigned URLA in early 2020.

Mortgage Bankers Association Senior Vice President of Residential Policy & Member Engagement Pete Mills noted as previously announced, the borrower language preference question is not included on the mandatory portion of the form. He said the GSEs have expressed their desire to work with industry stakeholders to determine an appropriate timeline.

“This outcome reflects long-running MBA advocacy regarding the problems that such a question could pose to lenders, servicers, and other market participants,” Mills said in a communique to MBA members. “MBA will collaborate with our members to evaluate the impact of the changes and will communicate industry’s preferences for an implementation timeline to Fannie Mae and Freddie Mac.”

The announcement notes changes have been made to the Borrower Information, Additional Borrower Information, Lender Loan Information, Continuation Sheet and Unmarried Addendum components. The Rendering Design Options document has been updated and reposted to reflect these changes. Fannie Mae and Freddie Mac said the dynamic version of the redesigned URLA has been “retired.”

The announcement said the GSEs are on track to publish their respective updated automated underwriting system specifications and supporting documents in November, and to announce the updated implementation timeline and mandate before the end of the year.
