CREF Policy Update: MBA Supports Rescission of Flood Rules
MBA Supports Rescission of Flood Rules
Last Tuesday, MBA responded to the Department of Housing and Urban Development’s (HUD) proposal to rescind the Federal Flood Risk Management Standards (FFRMS) flood rule for FHA loans, supporting the rescission in a comment letter and citing the lack of available maps and potential impacts on housing supply and existing buildings in need of renovation.
Why it matters: The current FFRMS relies on “climate-informed science” maps, which are not yet developed in many areas of the country. It is very challenging for developers and lenders to identify whether or not a property is in the new floodplain designations under the current system.
What’s next: HUD is expected to publish its final rule by the end of 2026.

MBA Convenes CREF Senior Executives in New Orleans
Recently, MBA brought together senior leaders from across commercial real estate finance for its Cross-Capital Source Senior Executive Roundtable in New Orleans. The invitation-only gathering included executives representing banks, life companies, private credit, CMBS, GSE and FHA lending, intermediaries, servicing, and other sectors of the industry.
Why it matters: MBA’s Senior Executive Roundtables create a unique forum for candid, peer-to-peer conversations among leaders from across commercial real estate finance. The intimate format gives executives time to compare what they are seeing in their businesses, exchange perspectives across capital sources, and build relationships.
In addition to the peer-to-peer discussion, participants heard:
- Market insights from Head of Real Estate Research & Strategy at MetLife Investment Management Will Pattison and MBA Chief Economist Mike Fratantoni;
- Political and regulatory updates from MBA President and CEO Bob Broeksmit, CMB, SVP of Legislative and Political Affairs Bill Killmer, and VP of CREF Policy Megan Booth; and
- Local economic and community development progress from New Orleans Deputy Mayor for Community and Economic Development Jeff Schwartz.
