CA Moves Forward with Scope 3 Emissions Reporting
The California Air Resource Board (CARB) is soliciting feedback on their new Greenhouse Gas Emissions Reporting Proposal, that will impact any companies doing business in California with more than $1 billion in revenue. The Corporate Climate Data Accountability Act requires CARB to complete rulemaking on Scope 1, 2, and 3 emissions reporting. MBA is working with MBA’s Climate and Sustainability Round Table and is also seeking any and all input from members.
Why it matters: The Scope 3 provisions would require lenders to report on greenhouse gas emissions from commercial properties that they are financing. Under the pre-proposal, CARB would require these disclosures to begin in 2027.
What’s next: MBA will be responding to the proposal by the April 13 deadline, promoting a thoughtful, workable approach.

Life Company Council to Meet on April 9
Today, the Life Company Council will meet virtually to discuss the current state of the multifamily housing market as well as how recent headlines regarding private credit are and are not affecting commercial real estate lending. There will also be discussions regarding the 21st Century ROAD to Housing Act and the potential effect on multifamily lending.
Go deeper: Speakers will include rental housing economist Jay Parsons, Co-Head of Saluda Grade CRE Kathy Corton, MBA’s Jeremy Green and Jamie Woodwell and will include ample opportunity for discussion among Council members.
