Real Estate Attorney Osborne Joins Ballard Spahr in L.A.
Tamara Osborne, an attorney with more than 20 years’ experience in affordable housing and community development law, joined Ballard Spahr in the firm’s Los Angeles office.

Osborne, of counsel in the firm’s real estate practice, has represented syndicators, investors and developers in all phases of affordable multifamily property acquisition, ownership and financing, with an emphasis on tax credit-driven transactions. She has negotiated all financing documents and reviews and managed borrower due diligence and closing documents for institutional and tax-exempt bond financing, as well as for funding from government sources such as HUD/FHA and the USDA’s Rural Development program.

Osborne has served in legal and business capacities at three large national low-income housing tax credit syndication companies including as senior vice president in the Los Angeles office of Boston Financial Investment Management an affordable housing finance and management company. Her experience includes the spectrum of tax credit transactions, including those involving LIHTCs, historic, solar and state tax credits.

Walker & Dunlop Hires Rosen in FHA Finance Group
Walker & Dunlop, Bethesda, Md., hired Joshua Rosen as Managing Director in its FHA Finance group. Working from the company’s Chicago office, he will originate loans through HUD as well as various interim lending programs with a focus on healthcare and senior housing finance.

Rosen has been involved in the origination of over $2 billion of HUD transactions during his career. Before joining Walker & Dunlop, He was Senior Vice President and Team Leader at Capital One Multifamily Finance. Previously, he served as Executive Vice President and Branch Manager for Oppenheimer Multifamily Housing and Healthcare Finance.

Sabal Capital Partners Hires Barry, McNulty and Frey
Sabal Capital Partners, Irvine, Calif., announced eight new hires. Three executives joined the firm’s lending team: James Barry, Patrick McNulty and Christina Frey.

In his new role as Managing Director of commercial mortgage-backed securities, James Barry will originate CMBS and bridge loans covering Sabal’s internal production network throughout the United States. Prior to joining Sabal, he served as Director at Dexia Credit Local in New York. Previous positions include Managing Director at Tower Consulting Group and Vice President at GMAC Commercial Capital Initiatives.

Patrick McNulty, Managing Director of CMBS (Chicago), will originate CMBS and bridge loans, with a focus on the Midwest. With 20 years of experience, McNulty has originated more than $6 billion in commercial real estate loans spanning multiple capital sources. Prior to Sabal, he served as Managing Director at Cantor Commercial Real Estate, Managing Director of Guggenheim Partners and Director at CW Capital.

Christina Frey, Director of CMBS (New York). In her new role at Sabal, Frey will help screen, size and manage the origination process from underwriting to closing and securitization. Before joining Sabal, she served as Vice President and head of underwriting at Bedrock Capital Associates, leading the deal team in the evaluation, underwriting and closing of heavily structured bridge lending opportunities. Other previous positions include principal of commercial real estate advisory firm Rhino RE Strategies and principal of Trilyn Investment Management, a private equity firm.

In addition to the new hires on the Commercial Real Estate Lending team, Sabal expanded its Agency Lending platform by hiring Matthew Nelson, Production Manager (New York), John Sullivan, Production Manager (New York), Keith Kiecker, Production Manager (Los Angeles), James Vestal, Loan Production Manager (Florida) and Trent Tibbits, Sales Associate (New York).
